Client Challenge

The State of Maine (SOM) was looking to make several updates to their current in-house processes, starting with paying out blocked and missed unemployment claims. The client needed rapid implementation and adoption of a purchase order management, document management, invoicing solution and agency-level business rule engines for a wide array of state agencies and bureaus utilizing.

Client Success & Solution

The TechCORE Management Solutions Services team, formerly known as ArchiTECH Solutions, utilized hard-core agile/SCRUM practices, allowed for rapid application deployment using multiple teams to be stood up quickly, for teams to engage in less than two days, and for teams to work in tandem supporting SOM’s need to move applications from ideas to product backlogs to production. Three-week sprint cycles using teams of no more than 6-7 resources were able to complete and deliver over five core applications. The largest delivery by the TechCORE MSS team was SOM’s purchase order application.

SOM’s CIO selected the Pega platform to ensure the state could quickly ramp up, execute, deliver, and move forward instead of trying to replace enterprise systems all at once.

Benefits & Results

By using a strong BPM solution joined with SCRUM activities, the SOM teams have been able to control production rollouts and effectively reuse resources between each project effort. Shorter, more efficient timelines also prevented project paralysis—a problem with which many governments and large private companies struggle. SOM has seen the transformation first-hand. This project effort and its success have become an example of the type of delivery for which all customers strive. SOM is now able to move quickly as mandates and requirements change.
